cars on water

I like plays game like grand theft auto when have cheat codes like cars on water,
but can it reality....

I have idea about that,
1. inside of car have 4 sensor active when full of water on 3 seconds.
2. when sensor active, machine locked and boat system active
3. rim and wheel modified
and then go to water ways,but car must lightweight,water must can't inside machine,etc

is that good idea........
